Έγκυρες εκτιμήσεις
κοσμημάτων, πολύτιμων λίθων, χρυσών νομισμάτων τιμαλφών.

  • Εκτιμήσεις περιεχομένου τραπεζικών θυρίδων.

  • Εκτιμήσεις αδαμάντων και γενικά πολύτιμων λίθων.

Μερικοί άνθρωποι συμβαίνει να έχουν κληρονομήσει έναν θησαυρό, αλλά λόγω ψευδούς εκτίμησης καταλήγουν να τον πωλήσουν σε τιμή εξευτελιστική.

Άλλοι, όταν αγοράζουν ένα αντικείμενο μεγάλης αξίας (κόσμημα, πολύτιμο λίθο, χρυσά νομίσματα), πάλι λόγω ψευδούς εκτίμησης, πληρώνουν πολύ περισσότερο από την πραγματική αξία.

Οι υπηρεσίες ενός άξιου εμπιστοσύνης εκτιμητή είναι, προφανώς, αναγκαίες. Αλλά η επιλογή εκτιμητή, με την σειρά της, είναι εξίσου σοβαρό ζήτημα.

Δύο προσόντα πρέπει να έχει ένας εκτιμητής: α) Επιστημονικές γνώσεις πάνω στο αντικείμενο και β) αμεροληψία.
Και τα δύο είναι αυτονόητα ή θα έπρεπε να είναι αυτονόητα. Ατυχώς, ο περισσότερος κόσμος νομίζει πως, για παράδειγμα, ένας κοσμηματοπώλης είναι ειδικός στα κοσμήματα. -Όχι, δεν είναι. Απλώς τα πουλάει. Είναι ένας παντοπώλης ειδικός στα τρόφιμα; Όχι, απλώς τα πουλάει. Ο χημικός τροφίμων είναι ειδικός στα τρόφιμα και ο γεμολόγος είναι ειδικός στους πολύτιμους λίθους και κοσμήματα. Και γεμολόγος είναι μόνο εκείνος που έχει σπουδάσει σε πανεπιστήμιο και όχι αυτός που παρακολούθησε ένα από τα αναρίθμητα εργαστήρια ελευθέρων σπουδών ανά τον κόσμο τα οποία είναι απλώς εμπορικές επιχειρήσεις.
Ως προς το θέμα της αμεροληψίας. Αυτός που πουλάει ένα πράγμα έχει συμφέρον να υπερτιμήσει την αξία του. Αυτός που ενδιαφέρεται να αγοράσει έχει συμφέρον να την υποτιμήσει για το αγοράσει φθηνότερα ή και τσάμπα. Επομένως ο εκτιμητής δεν πρέπει να είναι ούτε ο πωλητής, ούτε ο αγοραστής και ούτε κάποιος ο οποίος γενικά αγοράζει ή πουλάει αντικείμενα σαν και αυτό το οποίο καλείται να εκτιμήσει.
Στην πράξη, οι περισσότεροι άνθρωποι καταφεύγουν σε εκτιμητές που και επιστήμονες δεν είναι, αλλά ούτε και αμερόληπτοι. Το δεύτερο, ίσως, είναι και χειρότερο. Όταν ο εκτιμητής είναι εν δυνάμει υποψήφιος αγοραστής, τότε είναι βέβαιο πως θα χρησιμοποιήσει όλο του το κύρος, όλη του την πειθώ για να υποτιμήσει την αξία των τιμαλφών και να τα αγοράσει ο ίδιος για ένα πάρα πολύ μικρότερο ποσό από την πραγματική τους αξία.

Είναι αλήθεια παράλογο να βλέπει κανείς διαφημιστικές πινακίδες στους δρόμους, ή διαφημίσεις στην τηλεόραση, όπου ένα και το αυτό πρόσωπο παρουσιάζεται ως έμπορος και εκτιμητής ταυτόχρονα ("αγορές, πωλήσεις, εκτιμήσεις χρυσού, διαμαντιών, έργων τέχνης"). Έτσι, ό,τι πωλούν αυτοί οι επιτήδειοι το "εκτιμούν" ως μεγάλης αξίας και αν πρόκειται να αγοράσουν κάτι, υποτιμούν την αξία του. Σκέτη εκτίμηση χωρίς πιθανότητα αγοράς δεν υφίσταται διότι καλώς γνωρίζουν πως ο λόγος της εκτίμησης είναι η πρόθεση πώλησης.

Τώρα υπάρχει και ένα άλλο είδος "εκτιμητών". Αυτοί είναι οι γραφειοκράτες του "κράτους". Και ποιου κράτους; Του διεφθαρμένου στο οποίο έχουμε την ατυχία να ζούμε. Εκείνου το οποίο απαρτίζουν αργυρώνητοι. Για να γίνει κανείς ιατρός χειρουργός θα πρέπει να λιώσει πολλά παντελόνια στα θρανία του πανεπιστημίου. Για να γίνει κάποιος βουλευτής και να ψηφίζει τους νόμους που διέπουν την διδασκαλία της ιατρικής, αλλά και των άλλων επιστημών, δεν χρειάζεται να ξέρει καν γράμματα. Αυτή είναι μια σκέψη που αξίζει να μάς προβληματίσει. Εμείς οι πολίτες οφείλουμε πάντα να αμφισβητούμε την αξιοπιστία και εγκυρότητα του κράτους. Διαφορετικά, άθελά μας, το ωθούμε περισσότερο στην διαφθορά. Γιατί όταν κάποιος βλέπει ότι κανείς δεν τον ελέγχει, σιγά σιγά ολισθαίνει και στο τέλος γίνεται ένας βλοσυρός απατεώνας. Υπογραμμίζουμε την λέξη βλοσυρός διότι όλα τα καθάρματα κρύβονται πίσω από την μάσκα της εντιμότητας και της σοβαροφάνειας. Κλέφτης και απατεώνας που φαίνεται είναι λίγο επικίνδυνος γιατί φυλαγόμαστε όταν τον βλέπουμε. Εκείνος που δίνει την εντύπωση του σεβάσμιου και έντιμου είναι ο πλέον επικίνδυνος.

Ένας από τους πολιτειακούς θεσμούς είναι και τα τεχνικά, επαγγελματικά και εμπορικά επιμελητήρια. Σκοπός τους είναι η προάσπιση και προαγωγή των κλαδικών συμφερόντων των μελών τους. Θέση απολύτως μεροληπτική και εις βάρος κάθε τρίτου. Και όμως, αυτά είθισται να "ευλογούν" και να "νομιμοποιούν" "πραγματογνώμονες" και "εκτιμητές". Φυσικά, εν όψει όσων ειπώθηκαν πιο πάνω, ο διορισμός ενός μέλους τους ως εκτιμητή είναι ευθέως ενάντια προς την απαίτηση για αμεροληψία.

Πού, λοιπόν, υπάρχει, πού βρίσκεται ένας επιστήμων και αμερόληπτος εκτιμητής; -Στον Σύλλογο Ενημέρωσης, Προστασίας, Επιμόρφωσης Καταναλωτών (ΣΕΠΕΚ).
Ο ΣΕΠΕΚ είναι ίσως ο μόνος σύλλογος προστασίας καταναλωτών που δεν δέχεται επιδοτήσεις και ενισχύσεις από το κράτος ή από επιχειρήσεις και ο μόνος που διατηρεί στην Νοτιοανατολική Ευρώπη άρτια εξοπλισμένο γεμολογικό Εργαστήριο. Άλλοι -κατ' όνομα και μόνο- όμοιοι σύλλογοι εκδίδουν περιοδικά στα οποία, επί πληρωμή, δέχονται διαφημιστικές καταχωρήσεις από εμπορικές επιχειρήσεις. Τότε, πώς θα ελέγξουν τα προϊόντα και υπηρεσίες αυτών των επιχειρήσεων από την στιγμή που εξαρτώνται οικονομικώς από αυτές. Ή, όταν δέχονται επιδοτήσεις από το κράτος, πώς θα ελέγξουν τους κρατικούς υπαλλήλους, τους πολιτικούς, τους βουλευτές και τις κρατικές επιχειρήσεις;

A reliable appraisal protects your rights. Be aware of " the conflict of interest". Read carefuly the information below.

Some people happen to inherit a fortune but, due to a false appraisal, end up selling it just for pennies.

Others, when buying an item of high value (jewelry, diamonds, precious stones in general, gold coins), again due to a false appraisal, pay to high a price, as compared to the true price.

The services of a reliable appraiser are, obviously, necessary. Choosing an appraiser is, in turn, an equally serious matter.

An appraiser must have "two qualifications": a) scientific knowledge on the subject and b) impartiality.
Both are self-evident, or should be self-evident. Unfortunately, most people think, for instance, that a jeweler is an expert in jewels. -No, she/he is not. She/he simply sells them. Is a grocer an expert in e.g., cheese? -No, she/he simply sells it. A food chemist is an expert in the case of cheese and a gemmologist   is an expert in gems and jewels. Moreover, "gemmologist" is only a university graduate on the subject and NOT those thousands who have "graduated" by the thousand from "trade schools" the world over. These are business companies of no academic standing.

As to the subject of impartiality. The person selling something has a motive, an interest, in overestimating its value. The person buying something has a motive, an interest in underestimating its value so as to acquire it for less money, even for almost nothing. Therefore, the appraiser should be neither the seller nor the buyer and definitely not one who in general engages in buying and selling of objects like the one he/she is called  to be appraise.

Alas, in practice, most people engage appraisers who are neither scientists nor impartial. The latter is perhaps the worse. When the appraiser is a potential buyer, then it is certain she/he will use all her/his authority and power of persuasion to underestimate the value of the items, so as to buy them herself/himself for much less than their true value.

It is indeed insane to see all around advertising signs or television advertisements and commercials where one and the same person poses as both a merchant and an appraiser ("we buy, sell, appraise diamonds, jewels, paintings"). So, these cunning individuals in their "appraisals" overestimate things they sell and underestimate everything else so as to get it cheaper. They know very well that whenever they are called upon to appraise something, the intention on the owner's side is to sell. So themselves being potential buyers, they, invariably underestimate the valuable(s).

Now, there is still another kind of "appraisers". These are state bureaucrats. All sane people know that most, if not all, governments are corrupt. Let us provide an interesting example. In order for someone to become a medical doctor, a physician, she/he must attend university and successfully complete a course of study there. To be a congressman or a member of parliament and make the very laws which govern the educational system, including the way universities operate, one does not even need to know how to read and write. It is worth considering the implications in life of this fact. We, the citizens, the consumers of goods and services (including those offered by the state) should always doubt the honesty, reliability and validity of all state employees, officials and dignitaries. If not, then we push them, unwittingly, towards corruption. This happens because if someone sees no one is looking, no one is  asking questions, then she/he slowly and steadily yields to temptation and lowers her/his moral standards becoming an austere-looking crook. We put emphasis on the word "austere". All successful crooks hide behind the mask of honesty and austerity. A visible crook is practically harmless. An invisible crook, one who poses as the very incarnation of honesty is most dangerous.

A well known institution in most countries are the chambers of industry, trade and commerce. Their very purpose is the protection and promotion of their member's professional interests. This is in complete opposition to any third party. They are therefore the very definition of partiality and bias when it comes to appraising.
Strange as it might sound, they are those who certify and appoint "appraisers". The wolf watching the lambs. In view of what has been previously stated, any merchant or trader of an item being biased should never-ever be relied upon as an appraiser of such items.

So, the obvious question arising is this: Where can one find a reliable, an impartial scientist appraiser? -At the Society for Information, Protection, Education of Consumers (SIPEC).

In Hellas ("Greece") SIPEC is the only consumer protection organization that does not receive money, subsidies, grants and the like from the state or any business entity. SIPEC also runs the only impartial scientific gemological laboratory in Southern Europe. Similar -in name only- organizations publish magazines accepting paid advertisements by commercial companies. How can they, thus, investigate the quality and pricing of the products or services of such companies, having a financial dependence on them? Or, when accepting state subsidies, how will such "organizations" investigate complaints against the services offered by the state to its citizens? How will they investigate complaints against allegedly corrupt politicians, officials, officers, dignitaries, police, judges and the like?
